1.4.2.768: Wrong character encoding for Russian?

Dexpot: 1.4.2.768
OS: Win98SE Rus

In several dialogs/windows I see wrong characters. It doesn't depend on the language I choose in the Properties of the program Can anybody help?

For Win98SE it can be like this:
[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Nls\CodePage]
"1252"="cp_1251.nls";

But I have already had this setting before - so it doesn't help.
Any other ideas?
