I tested this in a VM with Windows 7 SP1 x64 freshly installed, Dexpot 1.6.12.2416 and RocketDock 1.3.5 - under a regular, non-elevated account.
If you run RocketDock and then launch Dexpot with elevated rights, RocketDock becomes "inert", as if it was covered by an invisible window, and practically unusable.
Doing the reverse, i.e. launching Dexpot (elevated) first and then RocketDock, shows no problem and RocketDock is functional.
Can this be fixed?

I can reproduce the problem, but I have no idea why it happens. Consequently, I don't know whether it's fixable either. Sorry.
