Auto move of a window

I have a desktop rule that moves a window from desk 6 to desk 1. It is one of many windows opened by a Java based app, the Ameritrade. Thinkorswim stock platform.

The problem is , it doesnt work 'automatically' as it should (automatic is checked). When I manually 'apply rules' , it does move correctly.

Anything I can do about this?
