Is it possible to force child window to second monitor?

I have Outlook running on a secondary monitor. When opening a "new e-mail" or any new item, the window opens on the main monitor. I do not see a rule option to move a window to the secondary monitor - is this possible? (Dexpot 1.6beta)

you can do this with DisplayFusion 4 Pro and Dual Monitor Taskbar.
