Full use of full-screen preview?

Forgive me if this has been addressed already, the topics get muddled and the specifics of each term are a bit confusing to me.

When I hit full screen preview I would like to see all 9 of my desktops, each of them occupying one-ninth of the screen; in this case as a 3x3 grid. If I tell it to give me 8 desktops there is a nice desktop-sized hole there, yet when I add the 9th desktop it drops them down to a smaller size and opens up a huge gap in the preview.
