New icons appear on all desktops

When I install a new program the icon appears on all desktops.
I make a new icon on the desktop where I like to see it and remove the old one (that then disappears from all desktops).
Is this the way it is supposed to work or is there another way to get this icons on just 1 desktop?
It's on a fresh windows 8.1 .

Icons installed to C:\Users\Public\Desktop are always visible on all desktops. You have to move them to the correct Dexpot desktop folder from there.

There is no desktop file in C:\users\Public....

It's hidden by default. Just put C:\Users\Public\Desktop into the Explorer address bar and press Enter.
