Windows Catalog order/arrangement

Dexpot windows catalog feature arranges program/windows in the order it was last used. However, I don't want it to. Because the arrangement is shifted each time a new active window was selected I would have to hunt/find the one I want. Makes quicking toggling around windows difficult.

Is there a way to make it keep the current arrangement static unless something was closed? Even, better if i was able drag/arrange the order myself.
