Problems with font scaling and secondary monitors on Win 8.1

Environment

Windows 8.1 Pro
Dell XPS 15 "New"

Primary display (laptop) 3200x1800
Secondary display (Dell USB3 superspeed dock) 1920x1080

Font scaling turned on to large.

Issues: When using the Full screen preview the primary desktop works perfectly. The secondary is scaled so only First desktop is visible and the rest are off screen. The display for the secondary desktop need to have its DPI calculated separately to the primary desktop. The same issue exists with the Windows Catalogue.
