cannot drag files from one desktop to another

When I attempt to drag a file (any file) from one desktop to another via the desktop manager, the action is not allowed. This is a new problem that I hadn't had before, but am willing to admit that I may have thrown a setting that is causing this. If so, I am unable to locate an area where this may have been done. Please help.

Happens when Dexpot is running as administrator.
