Bug? - Desktop Manager Icons Hiding behind browser windows??

I have a question about the Desktop Manager Icons...
When you go into Settings/Components/Desktop Manager there are settings for: Lock position, Stick to the edge of screen, etc... but why isn't there a check box there for - Always on Top. As in keep the Desktop Manager Icons Always on Top and visible...not occasionally hiding under a number of browser windows.
Every once in awhile I look down at the bottom of my screen, and the Desktop Manager Icons are all hidden behind browser (I'm using Google Chrome 20.0.1132.57) windows. Running Windows 7 Ultimate 64bit. Dexpot version: 1.5.18.2098
Have others seen this....Is this a bug...?
