It's hidden by default. Just put C:\Users\Public\Desktop into the Explorer address bar and press Enter.

Icons installed to C:\Users\Public\Desktop are always visible on all desktops. You have to move them to the correct Dexpot desktop folder from there.

That's correct. The Metro environment is not considered part of the desktop and not managed by Dexpot.

If the application is supposed to be visible on all desktops anyway, you can exclude it by setting it to "ignore" in the mywechsel.ini: [FAQ] What is the mywechsel.ini file capable of?

"Fenster schließen" hat nur eine Funktion, wenn das Fenster auf mehreren Desktops geöffnet ist. Um die Funktion des normalen Schließen-Knopfes zu erhalten, die Aktion "Fenster schließen (alle Desktops)" benutzen.
