Can I make this permanent so that when I reboot, I don't have to set it again?

I cannot figure out how to hide the desktop icons that are being displayed above the taskbar date.

When I run some programs (like Revo Uninstaller, and CMD), the window shows up in all desktops.I think this may be related to the fact that I run these apps as 'administrater'. I can see entries in the "wechsel.ini" files relating to making something 'sticky', but not to make it 'unsticky'...
