It would also be useful if rules could be used to do other process-related things like setting their priority.

This is not easy in Windows by default (need to use START command from CMD.EXE, or separate programs which do just this like ProcessTamer.exe) and as Dexpot already has the logic for finding processes by name/etc, it should be rather easy to add, yet provide a lot of needed and wanted extra functionality.

It's disappointing this is missing because it can be used from the window properties menu, but not automated.
