After spending the last few hours fooling around with every button something from below triggered the fix:
First make sure:
Configure desktops - tools - make sure hide desktop icons is not checked. That may fix it. If not:
I went back to customize desktop icons , clicked advanced, then clicked use shared common folder for all desktops
from desktop 2, I opened desktop windows function, then clicked on icons, then clicked on desktop 1 from within this box on the left, then right clicked a file from desktop 1 and chose to move it to desktop 2. (***Before I did as support advised in dragged them into each box, but this time I right clicked it and selected move to)
I then went back to customize desktop icons , clicked advanced, then clicked create a separate folder for each desktop and said yes to whatever box came up from that.
Then bam! it worked.
I am not sure if the right clicking to process the move as opposed the the dragging is what helped or if it simply was reselecting use same folder then create separate folder or if it was the combination. But I do know what Ive read other users experience did happen to me as well and I pressed seemingly every button in every order to try to get something working. This is the order of events that worked for me. Hopefully, it does for you too if you experience this problem!
