This is only relevant on Windows 8.1, using the taskbar pager. Basically when using the mouse to click the start button, upon entering the start screen, the start button is "below" the taskbar and unable to be clicked unless the cursor is moved off and back onto the start button. In both of the screenshots below, the cursor is hovering over the start button.
On the desktop,

and after entering the start screen. You can see the start button darkening the background of the taskbar.
