Additional note:
I defined mouse switches on the edges, and they work on the same setting (i.e. different DPI scaling settings of 2 different monitors) without any issue. So I guess problem is restricted only to the mouseevent plugin..
In order to replicate the bug :
In Windows 8.1
Right click to desktop and choose "screen resolution". Then choose "Make text and other items smaller or larger"
Then __uncheck__ “Let me choose one scaling level for all my displays”.
Next choose two different DPI scaling for tw different monitors. For example while working in one monitor choose "smaller". Then for other monitor choose "normal"
Now test all 4 hot corners, to see the bug...
