Assuming default settings (separate folder for each desktop, Windows desktop as desktop 1), when you disable icon customization, the icons of the desktop you're currently on should remain and become the new permanent desktop. Is that what happens?
If so, re-enable "Customize desktop icons", switch to desktop 1, move all icons to desktop 1 (e.g. using "Desktop Windows"), then disable icon customization again.
