Move Window Rule - Quicken

I created a new rule that when I start up Quicken (qw.exe), I want it to move the window to Desktop 3 and to follow the move. Two issues:

1. Quicken window disappears. I find it in the Hidden windows and can bring it back to the current desktop. I have tried maximize, always on top, minimize to tray icon. None of those are the behaviors I want.

2. When the window moves, the background of the desktop where I started the executable is "copied" to the background of where I moved the window to. I have tried visiting the Desktop and refreshing (F5) but it does not update the background. If I bring up Configure Desktops and look at the background setting for the desktop, it still has the right image file selected, but I have to re-apply it in order for the background to get reset.
