ghost icon without the image

for some reason some of my program icons lose there image and all your left with is a white paper icon. I am not sure if this Vista issue or a dexpot issue(one minute they are there the next they are gone. It even happened when i try to move an icon with its image intact to rocket dock.

whats up with that?
