That's strange. It's certainly working for me. I suspect someone familiar with the plugin's internals will have to tell us what the prerequisites are for the taskbar pager to work.
Have you tried rebooting the computer? That fixed things when my taskbar got messed up.
Which version of Win7 are you running?
Maybe that's related. I run Win7 Ultimate x64 in a VM to test things.

The red boxes outline the evidence that it works for me. From top to bottom: the TBpager plugin box is checked, the current version of Dexpot, 4GB of memory (i.e. x64 is running) and the taskbar images of the desktops. I happened to have only the pager enabled for this test, but it works when all of the other plugins are enabled, too.
